ET Design-Build | ET Environmental Corp. (ET), a leading design-build firm specializing in environmental and infrastructure solutions, has acquired the assets of J.R. Leonard Construction Company’s CNG Services Group. As part of the transaction, ET has established a new, fourth division: Signal Service & Supply (Signal).
Signal will provide a comprehensive inventory of parts commonly used in Compressed Natural Gas (CNG) and Renewable Natural Gas (RNG) construction projects. Signal will also fabricate fueling trusses and provide technical support from its offices and fabrication shop in Troutman, NC. The division is structured to support clients, contractors, and operators nationwide with both product availability and related services.
ET has been providing design-build services for natural gas projects for more than 20 years, completing hundreds of projects across more than 30 states. “With the addition of Signal Service & Supply, ET is expanding its ability to support clients across the full lifecycle of CNG and RNG infrastructure projects,” said Bill Higginbotham, CEO. “This division complements our in-house design-build expertise while strengthening our capacity to deliver critical components quickly and reliably. Our clients will receive a direct benefit during the construction process and in their existing operational facilities.”
Founded in 2003, J.R. Leonard Construction Company built a strong reputation in commercial construction throughout the Southeast before expanding into the CNG construction market in 2011. The company further enhanced its capabilities by adding fabrication and distribution of CNG-related products and services, establishing itself as a trusted and capable provider in a growing market.

The acquisition enhances ET’s in-house technical expertise, increases field execution capacity and expands its ability to deliver complex infrastructure projects. It also strengthens ET’s ability to support clients from project development through construction and ongoing operations.
